He co-founded Leavitt Partners and served as the firm’s first CEO from 2009 – April 2017. In previous roles he served as chief of staff for Mike Leavitt at the U.S. Department of Health and Human Services (HHS). At HHS, he directed and coordinated the activities of the largest department in the federal government, serving as the Secretary’s day-to-day manager for a department that employed 67,000 people and had an annual budget in excess of $840 billion. He also led the negotiations between China and the FDA regarding Drug, Device and Food issues which led to landmark agreements in 2008 and paved the way for the placement of US-FDA offices around the world. From November 2003 until January 2005, Rich served as senior counselor and chief of staff to Administrator Leavitt at the U.S. Environmental Protection Agency. Rich co-authored with Mike Leavitt the highly-acclaimed book titled Finding Allies, Building Alliances. Prior to his public service in Washington, D.C., Rich served as chief of staff to Governor Mike Leavitt and as commissioner of the Utah State Tax Commission. His background is as a private practice lawyer and educator. Withers Dr. Withers grew up in Salt Lake City, attended the public city schools, and graduated from South High School where he was the student body president. He began his teaching career right out of high school as a Chapter I (now called Title I) tutor at Bryant Intermediate School and the following year as a Vista worker with at-risk youth. His first full-time teaching assignment was at the Granite Alternative High School working with students who had not been successful in a traditional high school setting. He worked for twenty-seven years in the Granite School District and held various positions including a teacher, counselor, alternative program coordinator, prevention specialist, student services director, junior high school principal, high school principal, and assistant superintendent, before being hired in January of 2003 as the superintendent of the Salt Lake City School District (retired as superintendent June of 2016). He has been recognized locally (Excel Award and Catalyst Award) and nationally (AASA Utah State Superintendent of the Year and Joseph P. Kennedy Foundation Community of Caring Outstanding Principal) for his work with children and continues to serve and participate in various community, professional, religious, and educational efforts focused on improving our communities and better serving our young people. Dr. Withers currently serves on the Board of Directors for WestEd, works as a consultant and advocate for public education, and is writing a book for educational leaders.
